Mayor Emily Dean was born and raised in Montana and is the third generation of her family to call Helena home where she is building a family with her husband, Matt. Guided by the example of her mother and grandparents, she learned early the value of hard work, public service, and showing up for the community. Following the collapse of the Montana Power Company, Emily resolved to take on the causes of the working class through the pursuit of educational equity and expanding opportunities for families.

Emily studied History and International Relations at Carroll College where she was elected Student Body President and spearheaded a number of student-centered campaigns that continue to impact students' well-being. Upon graduation, Emily moved to Dallas where she attended graduate school at Southern Methodist University and started her education career as a high school social studies teacher.

Beginning in 2020, Emily served as City Commissioner and Mayor Pro Tem, working to stabilize city operations, strengthen community partnerships, and improve transparency and responsiveness in local government. Her work has included supporting critical investments in emergency services, expanding community partnerships, and advancing sustainability and resiliency priorities.

Emily was elected Mayor in 2025. She brings a collaborative, pragmatic approach to public policy rooted in coalition building and problem-solving. Her priorities include providing effective city services, building modern infrastructure that is maintained to last, and ensuring safe, vibrant neighborhoods where retired neighbors can age in place and families can thrive. Emily is committed to preserving Helena's character while bringing a new generation of leadership to move the City forward. Emilyserves as a Montana League of Cities and Towns board member.
