The Helena Citizens' Council is an elected body composed of four representatives from each of seven neighborhood districts. Established by City Charter, the HCC reviews and recommends actions relating to the annual budget, and makes recommendations relating to the future development of the city.
The Helena Citizens Council brings people together to work as a community to improve the quality of life in Helena. We meet monthly to listen, learn, and advise the city government on issues and act as liaisons between the City and the residents of Helena by providing citizen representation on boards and committees. Our gatherings focus on disseminating information about District and city-wide issues. We work to foster civic involvement through programs, services, and events.
The HCC is formed via Article IV of the City Charter(PDF, 520KB).
The HCC is governed via bylaws adopted in 2022(PDF, 137KB).
