The following information highlights City infrastructure projects, which are primarily managed by the Public Works and Transportation departments. Below you will find highlighted major projects that have long-term, significant public impact.

Crosstown Connector Project

The City has initiated Phase II of a multi-phase water system maintenance project to replace valve components on the water transmission main that connects the Ten-Mile Water Treatment Plant to the City of Helena’s reservoirs. Phase II of the Crosstown Connector Valve Replacement Project will include work at 13 locations on the west side of Helena between Woolston Reservoir and Malben Reservoir. The project will require limiting the water supply from the Ten Mile Water Treatment Plant and supplementing with water from the Missouri River Treatment Plant until the construction is complete. Whenever the Missouri River plant is turned on, it is common that some residents experience slight discoloration or odor in their water. The changes should not be of concern and are typically resolved quickly.

The project has been planned to minimize disruptions to the public; however residents may encounter temporary street closures and traffic control measures, and some properties may require temporary water service to be piped in from elsewhere in the system. City staff and the contractor team will be in contact with any property owners impacted by the work.

The project will be completed in four phases: Phase 1 (completed Fall 2025), Phase 2 & 3 (tentatively scheduled for Fall 2026), and Phase 4 (tentatively scheduled for Spring 2027). The project is funded by the Drinking Water State Revolving Fund.

Street and Trail Project Notices

Cruse St. Closed for Valley Gutter Project - Oct. 26 - Nov. 6

The City Transportation Systems Department will close the Northeast bound leg of Cruse St. at the intersection of Park Ave. on Monday, October 26, for installation of a new valley gutter. Pedestrian traffic may be limited to one side of Benton Ave. North and south bound traffic should access Cruse St. from Broadway St. during the closure.

Broadway St. Closed for Fire Hydrant Installation – 10/19-10/23

The City Public Works Dept. will close Broadway St. from Stabern St. to South Dakota St. from Oct. 19-23 to install a fire hydrant. No on-street parking or through traffic will be permitted within the work zone during the closure. Due to additional construction closures further west on Broadway, it is recommended that traffic in the area utilize 6th Ave. for an alternate route.

Broadway St. Closed for Water Main Valve Replacement – Oct. 19-30

The City Public Works Dept. will close Broadway St. from Davis St. to Raleigh St. for water utility work from Oct. 19-30. No on-street parking or through traffic will be permitted within the work zone during the closure.

Meadow Drive Valley Gutter Project – Oct. 16-26

The City Transportation Systems Department will close Meadow Dr. at the intersection of Benton Ave. on Friday October 16, for installation of a new valley gutter. The intersection is expected to remain closed through October 26, while new concrete cures.

Broadway St. Closed for Water Main Valve Replacement – Oct. 12-16

The City Public Works Dept. will close two sections of Broadway St. for water utility work next week. From Oct. 12-14, Broadway St. between the walking mall and S. Cruse Ave. will be closed for road repair over a past main break. Additionally, Broadway St. from N. Ewing St. to S. Davis St. will be closed Oct. 12-16 for a water main valve replacement.

Helena Ave. Valley Gutter Project – Aug. 17-25

The City Streets team will close the southeast side of the intersection of Helena Ave. and Logan St. for the installation of a new valley gutter beginning Monday, Aug. 17. That side of the intersection will remain closed until Aug. 25 to allow the concrete to cure.

Broadway St. Closed for Water Main Valve Replacement – Oct. 5-9

The City Public Works Dept. will close Broadway St. from S. Warren St. to N. Ewing St. starting Monday, Oct. 5 through Friday, Oct. 9 for water utility work. No on-street parking or through traffic will be permitted within the work zone during the closure.

9th Ave. Asphalt Street Repair – Oct. 6-8

The City Streets team will close 9th Ave. between N. Lamborn St. and Hannaford St. from 7 a.m. to 5 p.m. on Oct. 6-8. No on-street parking is allowed in the work zone. Vehicles parked in the scheduled work zone will be towed to the nearest adjacent street at the City’s expense.

State St. Asphalt Overlay Project – Oct. 6-7

The City Streets team will close State St. between S. Warren St. and Rodney St. starting Oct. 6-8 from 7 a.m. to 5 p.m. No on-street parking or through traffic is allowed in the work zone.

Boulder Ave. Asphalt Street Repair – Oct. 6-8

The City Streets team will close the eastbound lane of Boulder Ave. from N. Montana Ave. to N. Cooke St. from 7 a.m. to 5 p.m. on Oct. 6-8. No on-street parking is allowed in the work zone. Vehicles parked in the scheduled work zone will be towed to the nearest adjacent street at the City’s expense.

Major Projects (Active)

Water Meter Replacement Project

The City of Helena, in partnership with DB Utility, will begin replacing water meters across Helena over the Fall 2026/Winter 2027. The upgrades will improve meter accuracy, water system efficiency and long-term service reliability. The cost of replacement of the meters is covered by the City but home owners must make an appointment for replacement.

Crosstown Connector Project - Phase II

Walnut Ave. Main Replacement

The City is proposing to replace the existing main in Walnut Avenue (from I-15 to Airport Rd.). This project includes installing 1,329 feet of 8-inch diameter PVC water main, 69 feet of 6-inch diameter PVC pipe, 8 gate valves, 8 water mains connections, and 2 service connections. Construction is expected to last from approximately October to December 2026.

Butte & Missoula Ave. Main Replacements

The City is proposing to replace the existing main in Butte Avenue (from Hoback to Montana) and replace the existing 6-inch water main in Missoula Avenue (from North Dakota to Montana). Temporary water is planned for this project. Construction is expected to last from approximately August to December 2026.

8th Ave. Main Replacement

The City of Helena has contracted with Northwest Landworks LLC to replace a water main along 8th Ave. between N. Hoback Street and Idaho Ave. Temporary water service may be required periodically for affected residents. This project is estimated to take two weeks to complete and will require the temporary closure of 8th Ave.

Lawrence Water & Sewer Main Replacement

The City of Helena has contracted with Northwest Landworks LLC to replace a water main along Lawrence St. between Monroe and Park Ave. and a sewer line on Lawrence between Dearborn and Benton Ave. Temporary water service may be required periodically for affected residents.

West Main/Eureka to Hale Connector

The project consists of replacing an existing water main between
the Eureka Well and the Hale water storage tank with a new 8”
water main between the well and the storage tank. A separate
dedicated 12” water main between the storage tank and the
distribution system on West Main Street. An additional 12” water
main will also connect from West Main to Reeder’s Village.
