2026 Sidewalk Improvement Program RFP

Request for Proposals

Update 3/30/26 - An addendum has been added to this request for proposals to provide clarification on several parts of the solicitation.


The City is requesting sealed proposals for the 2026 Sidewalk Improvement Project, Project No. TSD-26-16. To be considered for award, the proposal must state the name and number of the project, be addressed to the Transportation Systems Department, City of Helena, 316 N Park Avenue, Room 323, and be received by 2:00 P.M. local time on 4/2/2026 , at which time the bids will be publicly opened and read at 316 N Park Avenue, Room 326, Helena, MT 59623. No proposal may be withdrawn after the scheduled time of the public opening.

The proposed project consists of repairing/replacing existing sidewalks, some curb & gutter, installation of new sidewalks and potentially replacing/installing ADA curb ramps; all to comply with PROWAG guidelines and City of Helena Engineering Standards, Montana Public Works Standard Specifications (MPWSS).

Each respondent shall expressly covenant in the proposal that if the respondent is awarded the contract, the respondent will, within 14 days after the respondent is notified, enter into a formal contract and give an approved performance bond and a labor and materials payment bond to secure the performance of the terms and conditions of the contract. The City reserves the right to reject any or all proposals received, waive informalities, postpone the award of the contract for a period not to exceed SIXTY (60) days, and accept the lowest responsive and responsible proposal that is in the best interest of the City.
