HELENA, Mont. – The City of Helena is inviting artists to submit artwork for a proposed specialty license plate that would help support affordable housing in the community.

The proposed plate, “Guardian of the Gulch,” would generate sponsor donation proceeds dedicated to the City’s Affordable Housing Trust Fund. Once approved, the specialty plate could provide an ongoing source of revenue to support affordable housing efforts in Helena.

The City is seeking creative designs that reflect Helena’s iconic fire tower, while inspiring community pride. Artwork will be solicited and reviewed through the City of Helena Public Art Committee, with final approval from the City Commission.

“This is an opportunity for local artists to help shape a project that connects community creativity with meaningful local need,” said Mayor Emily Dean. “We look forward to seeing designs that capture the spirit of Helena.”

Helena continues to face significant housing affordability and availability challenges. The city’s population grew 18.9% between 2010 and 2023, and the Helena area is currently estimated to have a housing shortage of approximately 1,400 homes. By 2045, the community is projected to need approximately 5,000 additional homes.

Affordable housing has been an ongoing priority for the City through its Strategic Plan, implementation of the Montana Land Use Planning Act, and adoption of the Helena Forward Land Use Plan. Those efforts have emphasized expanding housing choices and supporting creative approaches to increasing the community’s housing supply.

The proposed specialty license plate is intended to complement existing City programs and funding sources. It is one of three new initiatives staff is proposing to advance as part of a broader approach to Helena’s housing needs.

The City will accept proposals starting October 23, through December 14, 2026.
