HELENA, Mont. – On Monday, January 7, Mayor Emily Dean delivered the annual State of the City address at a regular meeting of the Helena City Commission.
Pursuant to the Helena City Charter, Article II, Section 2.04, “the mayor shall communicate to the city commission and to the general public, a statement of the affairs and management of the city, each January, and may make recommendations regarding these matters.”
