City Commission Seeking Commmunity Input on City Mgr. Recruitment 

At the Wednesday, April 8 City Commission meeting, the Commission discussed the recruitment of Helena's next City Manager with Jennifer Reichelt from The Novak Consulting Group. The Commission reviewed the recruitment plan, which identified key dates throughout the process, and the ideal candidate profile and provided input on the minimum and preferred qualifications, salary range, and first-year goals for the position. The Commission also discussed the importance of incorporating the community into the process and outlined key opportunities to solicit feedback and input from Helena residents and stakeholders. Community input opportunities include an online survey and virtual focus groups at the beginning of the process as well as a stakeholder panel and Community Open House during the interview process.

The community is encouraged to complete an online survey or participate in a virtual focus group. Participants will be asked to provide input on the skills, leadership attributes, and experience necessary for the City Manager. The anonymous survey includes ten questions and should take no more than 15 minutes to complete. The survey is available April 13-27 and can be accessed at https://www.surveymonkey.com/r/HelenaCityManagerSurvey. Virtual focus groups will be held on Friday, April 17, at 9 a.m. (Mountain) and Wednesday, April 22, at 5 p.m. (Mountain). Information on how to join these meetings via Zoom can be found below. 

Findings from the survey and focus groups will be shared with the Commission and provided to finalists. In addition, the information will be incorporated into the City Manager recruitment process, as well as the candidate profile and first-year goals, and used to help frame screening and interview questions.

Key dates in the recruitment process include the following:

  • Community Input Process: April 13-27
  • Position Posts: May 11
  • First Review Date of Applications: June 22
  • Candidate Review Meeting: Mid July
  • Interviews: Early August

At the Candidate Review Meeting, the Commission will review the top slate of candidates and select whom to invite to participate in the interviews. In accordance with Montana law and recognizing that candidates may have an expectation of privacy the candidate review meeting may be closed to protect individual privacy. Finalists for the position will be announced publicly before the interview process. The interview process will take place over several days and includes a tour of Helena, panel interviews, and a Community Open House where residents and stakeholders can meet the top candidates for the position. The Commission interviews with the finalists will be open to the public.

The City of Helena operates under a Commission-Manager form of government. The Commission functions in a policy-making role and appoints the City Manager, who is responsible for the oversight of the City’s daily operations and implementation of Commission policies. The City Manager serves as the chief administrative officer, provides organizational leadership for department directors and employees, and oversees the day-to-day business of government operations.

Novak Consulting Group will be leading community focus groups on behalf of the Helena City Commission to obtain community and stakeholder input on the City Manager position and process. Two survey sessions will be held. The first will be held on Friday, April 17, 2020 at 9:00 a.m. and the second on Wednesday, April 22, 2020 at 5:00 p.m. Both meetings will be conducted online, utilizing the Zoom Meeting app.
