Medical Marijuana Dispensaries and Grow Operations
Thank you for your interest in medical marijuana dispensaries and grow operations in the City of Helena. The City is currently under a moratorium to allow medical marijuana dispensaries and grow operations to be open in the city until June 30, 2019. Business licenses can be issued by the City at the City-County Building, with the understanding that the license will only be good through June 30, 2019 of this year.
During the time of the moratorium, the City Commission has tasked the Zoning Commission with determining what is the current public sentiment regarding where medical marijuana dispensaries and grow operations should be located in the city. The Zoning Commission held a public Open House on January 16, 2019 at the Civic Center to invite the public to comment on where medical marijuana dispensaries and grow operations should be located with or without restrictions.
The Zoning Commission held a work session on February 12, 2019. During this work session the Zoning Commissioners discussed the findings from the January 16, 2019 meeting. On March 12, 2019 the Zoning Commission held a public hearing. At the public hearing, the Zoning Commission recommended approval of two ordinances to amend the Helena City Code to allow medical marijuana dispensaries by right in the commercial zoning districts (B-1, B-2, B-3, CLM, and M-I); and to allow a grow operation as a conditional use in the CLM (Commercial Light Manufacturing) district and the M-I (Manufacturing and Industrial) district.

On April 22, 2019 the City Commission will hear the ordinances with the recommendations from the Zoning Commission. This meeting will be held at 6:00 p.m. in the Commission Chambers, Room 330 of the City-County Building. Interested parties are encouraged to attend. A second and final passage of the proposed ordinances is planned for the May 21, 2019 regularly scheduled City Commission meeting. The May 21, 2019 meeting will also be held at 6:00 p.m. in the Commission Chambers, Room 330 of the City-County Building. Interested parties are encouraged to attend.
