Downtown Zoning Code Update
The City of Helena has been updating its zoning code for the downtown neighborhood, as designated in the 2016 Downtown Neighborhood Plan (DNP). The 2016 Downtown Neighborhood Plan sets forth an exciting vision for the future of downtown Helena, one that incorporates significant redevelopment potential, activates public spaces and supports increased connectivity, and recommends a progressive approach to parking requirements and housing opportunity around the downtown core. To align the downtown’s code with the Plan’s vision, the consolidated code will introduce one district that emphasizes higher density development with minimal setbacks, design standards that compliment Helena’s historic built environment and the natural environment, enhanced pedestrian access, encourages more ground floor retail and commercial activities, and much more.
On June 24, 2019, the City Commission approved Ordinance numbers 3256, 3257, 3258, 3259, 3260, 3261, and 3262 to implement regulations for the DT (Downtown) and TR (Transitional Residential) Zoning Districts. These Ordinances are shown below as chapters. In accordance with these Ordinances, with respect to the 2011 Growth Policy, and the 2016 Downtown Neighborhood Plan, the City has applied to amend the zoning in the downtown area. The City of Helena Zoning Commission will hold a public hearing for the re-zoning request on Tuesday, August 13, 2019 at 6:00 PM at the City-County Building in Room 330. Then, on Monday, September 9, 2019, the City Commission will hold a public hearing on the proposal at 6:00 PM at the City-County Building in Room 330.

- Chapter 2 - Land Uses
- Chapter 4 - District Dimensional Standards
- Chapter 5 - Board of Adjustments
- Chapter 9 - Downtown District and Transitional Residential District
- Chapter 22 - Off Street Parking
- Chapter 23 - General Sign Regulations
